I. For loans, advances, deliveries which were closed with the Chinese Government before the outbreak of the revolution (mines, railways, arsenals, military equipment and so forth), 2. For damages caused by the revolution (with regard to which we have already drawn up and handed in statements at the Imp- erial consulates in China).

3. For loans, advances and deliveries which should have been fulfilled after the outbreak of the revolution and for which the Republic of China, partly the Central and partly the Fro- vincial authorities were responsible.

The attached statement gives you in round figures an ap- proximate idea of the situation.

I hope you will find time to give us an answer in spite of the anxiety whion the Balkans and other things are causing you today.

With regard to the new Chinese troubles I have received no telegraphic news from Shanghai which strengthens my opinior that I carnot be ram reptans and not very promising to the revolutionar party.
